Nikolaos Koulocheris is the Co-Founding Partner of Machas & Partners.
Nikolaos served as Secretary General of Economic Policy in the Ministry of Finance from August 2021 to July 2023 and, ex officio, as the Chairman of the Government Committee on the strategy for the prevention and suppression of money laundering, terrorist financing (AML/CFT) and the financing of proliferation of weapons of mass destruction. His areas of responsibilities included State Aid, privatizations, and State-Owned Enterprises, as well as issues relating to Financial Policy, macroeconomic forecasts, International Relations, the valuation and determination of property values and Public Assistance. He was a leading contributor to the reform of the corporate governance of State-Owned Enterprises and as such, had a pivotal role in drafting Law 4972/22.
Nikolaos is a member of the Athens Bar Association since 1998 and he is liscensed to practice law before the Supreme Court of Greece since 2008. Prior to his appointment as the Secretary General of Economic Policy, he had been Managing Partner at Machas & Partners Law Firm, specializing in civil and labor law, real estate, privatisations, and public procurement.
Nikolaos is also an in-house lawyer at the Legal Directorate of the Public Service of Employment (DYPA). He studied law at the Law School in the University of Athens and holds an LL.M. Degree in Labor Law from the University of Nuremberg. He has also taught labor law courses in ALBA Graduate Business School and served as an accredited expert negotiator at International Institutions such as the International Labor Office. He was also a member of several working groups on institutional framework design, including the one that established the Hellenic Republic Employment Data Information System “ERGANI”.
He was also designated as the liquidator of the Hellenic Foreign Trade Board (HEPO), as the Chairman of the Joint Interim Steering Committee of the Workers Housing Organization and the Greek Workers Hearth Organization and was a BoD member in the Greek Deposit and Loans Fund.
He has extensive professional experience and has successfully managed major real estate projects as chief legal adviser, such as the Ellinikon – Agios Kosmas privatisation project acting for the Hellenic Republic Asset Development Fund.
